Add ASU Favicon to theme files directly #28

Just like our endorsed logo, we can add the ASU favicon image + the code necessary to make it "happen" on our site directly to the theme.

Eliminates the need to complete this step in our site setup instructions and reduces the possibility for error. Also allows for the update of that image via code, should the web standards change and they define a new one.
