Inactive blobs being put to sleep might not be working properly #161

Needs investigation, but I am not certain the way it is done right now (for off-screen blobs on servers) is working properly, as it seems to be set and unset every tick.

Probably not an actual issue AFAICT. Static bodies seem to be never intended to be woken up. It also doesn't seem like they're getting woken up spuriously.
