Design Spec PatternFly component reference

Alert notification that displays a message to the user. Toast alerts will display just below the chatbot header. These alerts will dismiss automatically after a set timeout.

ToastAlerts component styled referencing PatternFly AlertGroup component. Awaiting logic to pass individual alerts to component.
