Move any relevant things from the `scripts` folder of `bsae` #5

What's left is a folder with some TMB models (should I eventually make TMB versions of models in bsae -- perhaps for the inference paper), the export_geojson.R file which was to create some .geojson files for Harrison, and this roxygen_tags.R which I think might be needed somewhere if you have TMB in an R package.
