Keep track of Contributions, MVP

The minimal "proof of contribution" system that AtomOne (in the very least GovNo) needs, is to keep a file CONTRIBUTIONS.md whereby significant contributions (or a file containing links to discussions, docouments, and pull requests of whitelisted TLDs including github.com and gitlab.com only for now).

In there the format will be exactly the following:

Introduction

any short introduction

Contributions

Year 2023-2024

January

hrs: generally how many hours, maximum 24 hrs per contribution except for exceptions.

• 2 hrs - Short description of contribution - @username // single line optional comment
• 10 hrs - Various contributions (link to README file) - @username1, @username2, et al // single line optional comment
• ...

Nice. Would just recommend reserving "CONTRIBUTIONS.md" for guidelines, and perhaps using "PROJECT_CONTRIBUTIONS.md"
