Kube custom mod #16

Added the option to add hosts to a kube_custom group during the vagrant setup to determine which hosts could need custom images for kubernetes manifests. Will update the docs in a separate PR, currently underway

@wilkers-steve this PR is confusing. what needs to happen on the halcyon-vagrant side?
