update PAUSE public key #31

Update PAUSE public key from https://raw.githubusercontent.com/andk/cpanpm/b1ebffb/PAUSE2022.pub

Now CHECKSUMS files in PAUSE are signed by the paired key of this key, so I think Module-Signature should also include this key.
