[bug] top bar transparency with full-screen applications #484

Here is another bug related to top bar/panel transparency/blur,
probably related but different from #468 , #476 , ...

When using full-screen applications (Firefox and Evince, with F11 keyboard shortcut...), sometimes top bar blurs the desktop background (wallpaper), sometimes blurs the window's titlebar in background;
