Replace Travis CI by GitHub Actions

It's basically the same make lint; make test commands that will now run in the GitHub Actions instead of Travis CI.

The difference is that now additional Python versions were added:

• 3.7 (this was broken on Travis CI)
• 3.10
• 3.11
