migrate ROS build system to catkin #3

This is not strictly necessary, as rosbuild is still fully supported on all ROS 1 distributions.

The effort involved is non-trivial, but mostly mechanical. I am experienced in that area, and am willing to do the work if anyone really needs it.

This would be done after #2.

Hey @jack-oquin Are there any current plans to update utexas-art-ros-pkg to Indigo? Lately there has been a large surge of self-driving car research, so I know many people would be interested. Thank you!!!

Not by me. But, thanks for registering your interest.

I would review and accept a pull request if anyone needs this badly enough to do the work themselves.
