add moderation #60

python manage.py migrate

To hide not moderated claims, unselect this status in Moderator screenshot_2

New statuses could be added screenshot_3

Claim's moderation status could be changed in admin screenshot_4

Memcached could be turned on and configured from admin screenshot_5

If Memcached is on, claims added to often by registered user will be automatically marked as 'suspicious' screenshot_6
