e.g. in hypersweeper.

[ ] check dependencies / create deps for diff optimizers
[ ] are all optimizers installable in one env?
[ ] remove problem in optimizer init: this enables using CARP-S optimizers purely via the ask&tell interface

important for hypersweeper/arlbench

on pause right now. there is a workaround by just passing a dummy problem with an appropriate configspace.
