Provide docker image and Dockerfile #120

It would be great to provide the docker image and Dockerfile for newbie developers.

We can also use that container to run leaf in the cloud much more easily.

Probably worth pointing out nvidia have some Docker images that might be a good starting point for a leaf development container.
