Description of changes:

Implement QuatE (NeurIPS 2019)
Change the embedding dimension in test_score, since the embedding dimension of QuatE shoud be divided by 4

Very nice work. Can you also upload some performance numbers (speed and MRR scores)? If you need some resources for multiGPU evaluation, we can help.
