launch webpages in local mode (file:///) makes infinite loop in browser

- What steps will reproduce the problem?

1. enable scriptsafe in chromium (dev-channel or stable)
2. open webpages, for example software documentation based in html and 
javascript, in local mode (file:///foo/foo/foo.htm)
3. see the infinite loop

- What is the expected output? 

notice from scriptsafe the page is bloqued, needing add to whitelist or trust 
list

or local mode is allways whitelited

- What do you see instead?

infinite loop. the pages is restart again and again

- What version of the product are you using?

ScriptSafe v1.0.6.18
chromium 39.0.2145.4 (dev channel)
chromium 37.0.2062.94 (stable)

- On what operating system?

Archlinux 64bits
