We want users (and Temperate) to be able to fuzzy search for climate data near, but not entirely within, the map cell requested by lat lon.
This could either be an option on the existing /api/map-cell/lat/lon or it could be another endpoint to distinguish the difference between the two queries: exact vs fuzzy match.
Distance should be provided in meters which will require an internal transform from 4326.
