Mamaroneck, NY has no Region #876

It is expected that cities outside the lower 48 have no region because the data we're drawing from doesn't cover them: #408 ). However, Mamaroneck, NY also wasn't able to be assigned a region by ./manage.py import_regions (Can't assign region to city Mamaroneck, NY). I assume that this is probably some kind of data issue that is causing Mamaroneck not to intersect with any of the region geometries.

Low priority as we're moving away from requiring querying by city and towards using lat/lon for data requests.
