Overview

Remap ports to avoid conflicts with DistrictBuilder

Notes

I also fixed a typo in one of the CC_PORT_ environment variables, and added a comment noting which port is for nginx

Testing Instructions

scripts/server
Ensure you can still access the application on the new port (8083)
