Australian Public Holidays #111

Australian public holidays are actually rather complicated (particularly Tasmania...). Here are updates to properly handle (just about) all of them.

@Milamber33 Super! Thanks a lot for this PR. Must have been quite some work. Can you commit this into the develop branch, not in the master branch? The master reflects the current stable release, whereas develop is used for any new work.

Okay, sure. I'm new to Github, is there a special way to do this or do I just cancel this and make a new PR?

Couldn't figure out how to apply it to the develop branch when this PR is only on the master branch, so I made a new PR.
