For those responses nutch misses that are entirely another language.

with no header value but with xml:lang="fr" in the root (no language setting for the <dct:language/> tag).

Sometimes available for RDF, in ISO (but I still have a gut feeling that value is forgotten as hardcoded in the transforms), OAI-PMH (in DC), OpenSearch. List is likely incomplete.
