Could you support JSON-based biome modification? Like MinecraftForge and Neoforge do. https://forge.gemwire.uk/wiki/Biome_Modifiers The "Biome Modifier JSONs" feature allows data pack makers other mod authors to change vanilla biome in a data-driven way.
