Setup a GitHub action workflow to generate deb, rpm files for easier installation.

There should also be man pages generated and configured so that

man cerve will work

I might send a PR with the above said workflow. Scared to make the promise / assign the issue to myself 'cause I'm unsure if I'll have time.
