Covers most of the #795

Additionally:

Fixed exception trigger for Deimos in #796 (DeimosSelectedByGreen wasn't in the Buff Simulator)
Added some new buffs to the simulator
Created a dictionary for commander/catmander tags guids to relative overhead icons for future usage
Increased the pixel sizes from 12 to 20 for the decorations in #797

Once merged I will edit #795 and strikethrough the completed decorations.
