Binary parser for the .evtc files that arcdps generates after a boss encounter. This will generate a .html file where the results can be easily reviewed.

Fixed Signet of Mercy displaying when casting Empower #937
I've added spaced between the regions in EffectGUIDs because the merge was asking me to change 600+ lines instead of just 3 (or at least just the guardian ones), so it shouldn't happen again
