Configue link on modules page leads to 'admin/config' #2

I believe that link should be removed if the module does not have its own configuration page.

The link in .info file is to admin/config/date/date_popup as inherited from Drupal. Not sure what was the configuration page on Drupal, but there is no such a page on Backdrop.
