Add herbdool to README.md and update README.md to match current standard #18

Since @herbdool is willing to maintain this module, let's give credit in README.md

While I was in there I noticed that the README.md didn't match our coding standards (lines longer than 80 chars) and that some of the newer sections sections were missing (issues / documentation). I expect this readme may have been created before we had added those :)

I've updated the readme to match the latest example, and added @herbdool as maintainer. PR at https://github.com/backdrop-contrib/honeypot/pull/19
