Move Manage Blocks above Configure

I would prefer to see the "Manage Blocks" the primary (default) link when editing a mini-layout and move the Configure link into the dropdown.

I feel like once the mini-layout has been set up, Configure is rarely touched and should remain in the background where-as the go-to workflow would be the block management of the mini-layout.

Maybe @herbdool can weigh in thoughts on this?

I would suggest the weight looks like:

• Manage Blocks
• Configure
• Delete
• Export
