Error: Unsupported operand types in template_preprocess_block() (line 445 of /app/core/modules/layout/layout.theme.inc).

This seems to be related to contextual links...

This turned out to be a similar issue to https://github.com/backdrop/backdrop-issues/issues/2312 -- Layouts was getting involved when we didn't need it to.
