Should we actively participate in Hactoberfest #699

Hacktorberfest seemed to get quite a lot of attention on Twitter last year and seems like it might be an opportunity to reach out to some new devs and potentially get them involved in contributing.

By the time I thought about it last year, it was really to late to do anything meaningful.

We might be able to participate this year, by:

1) Scheduling at least one major sprint in October 2) Maybe offering a few smaller mentoring events, where we have folks available to help newbies and make sure our "good first issue" tag is up to date. 3) Checking to see if there is some list of projects that we can get on. 4) Using the #Hactoberfest hashtag liberally in October on Twitter (and/or other social media platforms) with content that is relevant.

We talked about this a little during the Outreach call yesterday. But, I didn't get a sense from anyone that they thought this would be worth the effort. Maybe we leverage the month of October to run our own "contributor recruitment drive" and give away some T-Shirts of our own to contributors (if we have enough for can can them).

We could:

1) Offer a free Backdrop CMS T-Shirt to anyone who contributes their first PR to Backdrop Core.

2) Offer a free Backdrop CMS T-Shirt to anyone that ports a Drupal 7 module to Backdrop CMS.

3) Randomly give away 10 free T-Shirts to anyone that submits a PR during the month of October. (Everyone that submits a PR gets entered into a drawing).

4) We could do any of the above, but also provide non-PR ways of participating for those who don't write code. Anyone that tests a PR, provides a revised issue summary, writes a page of documentation, etc.

Maybe we use any excess revenue from Backdrop CMS LIVE for to support this.

Hacktoberfest starts in 15 minutes (Central Time). We're involved as part of Open Source Day. I'd still like to get another Hacktoberfest event scheduled for later this month.
