Create Outreachy-Challenge.md #8

It probably helps to use issue templates for challenge issues, this way we can refine the process as we move forward.

We need at least one LGTM, but can you please commit suggestions:

  1. Go to the Files changed tab.
  2. Click all Add suggestion to batch buttons.
  3. Make a single "Update Outreachy-Challenge.md" commit.
