enhancement: source changes from machine-readable changelog if available #3

the script should read from the machine readable changelog, for the repos where it exists:

.versionbot/CHANGELOG.yml like this: https://github.com/balena-io/open-balena-api/blob/master/.versionbot/CHANGELOG.yml (cc @imrehg)
