Device failed to update 2.3.0 -> 2.31.5 #285

intel edison board type, with the following errors in logs:

Failed to run the new hooks... 
Update failed.

HUPing first to 2.12.5, and then to 2.31.5 worked around this issue. related to https://github.com/balena-os/balenahup/pull/284
