[1.2.x] bcpkix-jdk15on should be updated to bcpkix-jdk18on #6695

Description: Currently Ballerina 1.2.52 uses bcpkix-jdk15on which has following vulnerabilities in the latest version. This needs to be updated bcpkix-jdk18on 1.78.1 and test key-store scenarios properly.
