Makes a new card for the player who most recently rode a train. This used to be a card in the pre-flask version, but I redrew it as an animation of the Soviet steam locomotive train U-127.
Also, I modified how translation works to be per-card. Now new cards don't need to be translated into all languages right away. (Though it would be nice to get everything translated.)
