Problem: URLs are defined in this weird way (dictionary of translated parts). It makes it hard for translators to contribute.
Solution: Load translated URLS from po files.
This makes it possible for translators to help translate URLs as well as text. To make sure we do not break links when translations are added. (Though they'll still break if translations are changed. Not sure what to do about that one, I guess store a list of old translations / custom redirects. We'll get to that when we get there.)
