Codec priority setting API does not work

I am trying to use the API:tdav_codec_set_priority() in tdav.c to have my 
codecs ordered,but I find that it doesn't work.

I followed the code and found that just the structure __codecs in tdav.c was 
ordered when the function tdav_codec_set_priority() was called, however, the 
SDP content comes from the structure __tmedia_codec_plugins in 
tmedia_codec.c,and _codec has never been applied to __tmedia_codec_plugins.

If it does exist,please fix it in next release.
