1280x960, 640x480, 320x240: Neptune surface graphic (neptunemask-000.png) is missing #195

Now that the 1280x960 planet surface graphics are in place, they should also be 
instated for 320x240 and 640x480. (e.g. uranusmask-000.png, venusmask-000.png 
etc.)

Follow the guidelines of hires4x/planets folder: landable planets should have 
the -000 and -001 .pngs (and references to them both in the .ani file).

Gas giants should have only the -000.png. This is because -001.png is only used 
when landing on a planet.

The -001.pngs should be 256 indexed color, made from greyscaled versions of the 
-000.pngs (as is done in hires4x/planets folder). 

The -000.pngs can also be made 256 colors to conserve space. It seems to have 
no adverse effects and the planets look cool  in 256 colors.

Great, now the surface gfx are present in 640x480! Now all that's left is to 
make them also for 320x240...

They're there now since r1123, looking great.

-Everything except neptunemask-000.png. For some reason, it is now missing from 
1x, 2x and 4x. (so were uranus and saturn from 1x, but I managed to create them 
from 4x graphics and added them in.) The .ani file for neptune is there and so 
are the references in the code. Only the .png itself is missing. 

It's kinda strange - I have created the IP graphics for neptune from the 
neptune surface graphics, so it must have existed at some point. Now it's 
nowhere to be seen...
