First cut at doc generation #65

Copies over the doc merging hackery from rules_pkg. We really need this stuff in stardoc.

Tweaked rule docstrings to remove warnings.

Stardoc needs a lot of help to be useable. I lifted what I am doing here right from what I do in rules_pkg, so please don't comment about that. It's just a bunch of hacks to work around stardoc bugs.

Also note that the new link in README.md can't work until this is submitted.

Whoops...... I missed the BUILD file which creates the docs. I'll do that in another PR.
