I believe that this was changed (or was on the list to be) but it is not being applied currently in the new shiny app tool.

If a current site series is a normal ecosystem and future ecosystems that overlaps the space is special it gets ignored - this is correct
However, if a current ecosystem is special and there are no equivalent in the future site series we need some rules as to when a 'normal' ecosystem is used to match with the special ecosystem
