Review test harness results (https://allure.vonx.io) and assess the cause of test failures for interoperability between agents, in particular ACA-Py to Credo/Javascript.

Issues were determined to be caused by an agent getting in a bad state - @nodlesh is keeping an eye open on whether the issue happens again, but we can close this for now.
