Research: Restore backup from object storage

As a SIMS team member, I want our recovery process to be more resilient to the loss of the persistent volume claim or openshift environment.

Acceptance Criteria:

• [ ] Test backup restore from S3 storage in DEV.
• [ ] Analysis and recommendations to proceed to other environments and PROD.
• [ ] Object storage credentials/bucket unique per environment.
• [ ] Restore process verified and documented.
