Create new Router Pre-processing application #310

The router requires a new pre-processing application, parallel to the geocoder's rangebuilder, to do router-specific data prep. Initially this is specifically for converting the segment endpoint based turn restrictions into edge-node-edge restrictions in a new file.

This will also require setting up a new jenkins job to run the router prep app.
