Auth Web: show who certified an affiliation? #14536

In #14066, the affiliation certifier will be prompted and stored in Auth db. (This field is now returned in the affiliations array in the Get Affiliations/entity call; this field may be empty string for NRs or businesses where the certifier was not entered.)

This ticket is to do something with that saved information. We have not talked about this until now. Do we want to do this? This needs requirements and design.

I added the Relationships label because they're the folks who will deploy any Auth Web or Auth API changes to Test and Prod.
