Automated CI/CD for Assets Releases

SRE is releasing an updated CI/CD flow which will allow Assets to release automatically rather than manually. Effort is needed to test and verify this service.

[x] Update MHR API unit tests to work with the CI pipeline.
[x] Update MHR API One Password variables and CD GCP configuration.
[ ] Add MHR API CI/CD GitHub workflows (Patrick).

Setup of mhr-api for the GCP CI/CD workflows is complete. Outstanding SRE tasks for the MHR API (I do not have permission):
