Handle Edge Case Scenarios for Registration #22842

UI needs to handle a couple of edge case scenarios. Those could be from no data or server error.

Here are a few cases:

  1. Server returns no Filing History

  3. Registration Certificate is not available

@dimak1 what part of the story map does this occur? After the host submits and pays for the application? When the system issues a registration??
