As a Team Lead, I want to view the average time taken from application submission to certificate issuance, so that I can assess the overall efficiency of our approval process.

[x] Average & Range of wait times for application processing per month by type.
Include time from submission to Decision date ("Paid" --> "Approved/Denied")
