Auth Web MBR: updates for CHG (name change) and CNV (alteration)

When a user starts a Name Change NR and selects their company (from business fetch or search), the company needs to be looked up in LEAR.

• If the company is in LEAR, lead the user to LEAR (for named or numbered).
• Otherwise, lead the user to COLIN.

We don't need a FF for this as the functionality should automatically work depending on the data.
