Create webservice for entity corp types #7983

Background Once Corp type table is finished being built (7731), need to create a webservice for this so that we don't have to store the table in multiple tables.

Tasks

[ ] Take the list and change it to a dictionary
[ ] add an endpoint to lear (this eliminates need for own CI/CD pipeline)
[ ] testing
