E) Add default community health files #37

As a bcgov github user, I want to have default contributing and code of conduct files, So that my repositories link to default guidelines when the repository doesn't include custom ones.

Implementation Details:

Add a .github repository that contains health files that have existing templates for:

CONTRIBUTING
Contributor code of conduct

There is an example directory for this at https://github.com/oss-org-test/ which can be migrated to the bcgov org pending approval
