Namespace to Gateway - create new readme to go with CLI releases #112

Do not package the current root readme.md along with releases, but rather include some appropriate content for gwa CLI users.

DoD:

rename the current readme.md file to contribute.md
clean up the contribute.md content to be current
make a new readme.md including:
- title
- description
- installation (link to DevHub how to)
- usage (use --help, link to DevHub cli commands page)
- contact / support info
- RocketChat
- (Please use our GitHub issue tracker to file feedback and feature requests.)
- link to contribute doc
